Update 3 – March 25, 2020

The investigation into the fatal fail to remain accident that occurred on March 19, 2020, in Niagara Falls continues to develop.

Detectives from the Collision Reconstruction Unit have received video images from the public of the Mazda before, during and after the accident and the video is being professionally examined by police experts.  Please see the video link:

Members of the public viewing the video should take note of:

  • Deceased on his E Bike
  • Possible witness – light coloured car
  • Mazda 3 (2014-2016) - grey

Detectives have recovered identifying car parts from the accident scene that are being sent to the Centre of Forensic Sciences.  Detectives are confident that they will be able to use the debris to identify the subject vehicle.

The public is requested to review the photo of the embedded Mazda 3.  The involved car in this matter will be similar to this photo.  It may have front end damage.

 Update 2 – March 23, 2020

Collision Reconstruction Unit detectives continue to appeal for the public's assistance in identifying and locating the driver and the car involved in this fatal fail to remain collision.

The investigation has learned that at approximately 11:38pm on Thursday March 19, 2020 there was northbound vehicles on Drummond Road who may have witnessed the E Bike lose control and strike the curb.  Video has revealed a northbound vehicle braked and slowed down as it passed Dixon Road immediately after the E Bike went down. Detectives would like to hear from this driver.          

The deceased has been identified as 52 year old Paul Brian Fulton of Niagara Falls.

Update 1 – March 21, 2020

Detectives from the Niagara Regional Police Service’s Collision Reconstruction Unit continue to investigate a fatal motor vehicle collision that occurred on Drummond Road north of Dunn Street in the City of Niagara Falls.  The collision occurred on Thursday, March 19th at approximately 11:38 p.m.

An E Bike that was travelling southbound on Drummond Road lost control for an undetermined reason causing the operator to be thrown from the bike.  The operator came to rest in the southbound lane of Drummond Road.  A grey Mazda was travelling southbound on Drummond Road when it struck the operator of the E Bike who was lying in the southbound lane. 

Investigators have recovered identifiable vehicle components and video that reveal the motor vehicle involved is likely to be a newer model (2014-2016), grey, Mazda 3.  The vehicle may have minor damage to the front end and bumper. 

This collision remains under investigation by the Detectives of the Niagara Regional Police Service’s Collision Reconstruction Unit.  Police are requesting that anyone who was travelling on Drummond Road at the time of collision or anyone with information regarding this collision contact police at (905) 688-4111, dial option 3, Badge # 9265.

Original Release – March 20, 2020

At approximately 11:38pm on Thursday March 19, 2020 2 District (Niagara Falls) uniform officers were called to the area of Drummond Rd and Dunn St in the City of Niagara Falls following the report of a collision. 

Investigation has revealed that a 52 year old male was driving an e-bike when he lost control and was thrown from the bike before being struck by a southbound vehicle.  The driver of the vehicle did not stop and left the scene.

Investigators are continuing to try and locate and speak with witnesses in order to be able to release a vehicle description.  

The male was transported to a local hospital where he was pronounced deceased.

This collision remains under investigation by the Detectives of the Niagara Regional Police Service’s Collision Reconstruction Unit.  Police are requesting that anyone with video cameras facing Drummond Road in the area of the collision review their footage and that anyone with information regarding this collision contact police at (905) 688-4111, dial option 3, Badge # 9265.
