Update 1 - December 16, 2020

On December 15, 2020, 2 District (Niagara Falls) uniform officers attended a Variety Store in the area of Culp Street and Drummond Road, in the City of Niagara Falls, in regards to a theft call.

Investigation revealed that a male had entered the store and took items, before leaving the store without making any attempts to pay for the items. The male proceeded to flee in a vehicle.

As a result of the investigation, uniform officers were able to identify the male suspect and determined that the suspect was operating a stolen vehicle with stolen license plates.

On December 15, 2020, due to proactive police work by uniform officers in Niagara Falls, the suspect was arrested in the area of Ottawa Avenue and Mcrae Street, with the assistance of 2 district (Niagara Falls) detectives, the Emergency Task Unit, Marine Unit and the K9 unit with the Niagara Regional Police Service.

Austin Horner (24 years old), of no fixed address, was arrested and charged with the following offences of:

December 15, 2020

  • Theft Under $5,000
  • Possession of Property Obtained by Crime under $5,000 (2 Counts)
  • Possession of Property Obtained by Crime over $,5000
  • Fail to Comply with Probation Order

December 8, 2020

  • Robbery (Firearm)
  • Disguised with Intent
  • Pointing a Firearm
  • Possession of a Weapon
  • Carry Concealed Weapon
  • Fail to Comply with Probation Order
  • Fail to Comply with Probation Order
  • Disobey Court Order

Horner is being held in custody, pending a bail hearing that is expected to take place on December 16, 2020, at the Robert S.K Welch Courthouse, located at 59 Church Street, in the City of St. Catharines.

Original Release - December 11, 2020

On Tuesday, December 8, 2020, at approximately 3:05am, 1 District (St. Catharines) uniform officers with the Niagara Regional Police Service (NRPS) attended the Gales Gas Bar, located at 235 St Paul Street W, in the City of St. Catharines, in regards to a robbery.

Investigation revealed that two males entered the gas bar and presented a firearm. The suspects were able to collect cash and items from the store before they fled on foot, southbound on Louth Street.

At approximately 3:40am, 2 District (Niagara Falls) uniform officers attended the Circle K, located at 8267 Thorold Stone Road, in the City of Niagara Falls, for reports of a robbery. 

Information received was that two males had entered the store, once again presenting a firearm, demanding cash and items from the store.

Both suspects, fled the scene on foot prior to officers arriving on scene.

As a result of the ongoing investigation, detectives with 2 District and 1 District, were able to identify the two male suspects responsible for both robberies.

On Wednesday, December 9, 2020, one of the suspects was arrested.

Andrew Windsor (31 years old) of St. Catharines, was arrested and charged with the following offences of:

  • Robbery (Firearm)
  • Disguised with Intent
  • Pointing a Firearm
  • Possession of a Weapon
  • Carry Concealed Weapon
  • Fail to Comply with Probation Order
  • Fail to Comply with Probation Order
  • Disobey Court Order

Windsor was held in custody and was expected to appear at court on December 10, 2020 at the Robert S.K Welch Courthouse, located at 59 Church Street, in the City of St. Catharines. 

Austin Horner (20 years old) of no fixed address, is still outstanding and wanted for the following charges:

  • Robbery
  • Disguised with Intent
  • Possession of a Weapon
  • Carry Concealed Weapon
  • Possession of Property Obtained by Crime
  • Fail to Comply with Release Order
  • Fail to Comply with Probation Order

Horner is described as being:

  • White
  • 5’10
  • 180lbs
  • Slender
  • Short brown hair

Horner’s whereabouts are unknown, however he has ties to St. Catharines and Niagara Falls.
