The provincial Municipal Act gives Ontario municipalities the authority to pass By-Laws that regulate and govern various trades, callings businesses and occupations. Local municipalities have passed that authority to the Region who has requested that the Regional Municipality of Niagara Police Services Board manage that licencing responsibility. The Police Services Board has therefore enacted a licencing By-Law #381-2018. 

The Licencing Unit investigates violations of the bylaw as it pertains to the regulated businesses and illegal taxicab industry.

By-Law #381-2018 is administered and enforced by members of the Niagara Regional Police Service and their Licencing Unit. This By-Law regulates business operators and drivers of various vehicles for hire such as; Taxicabs, Tow Trucks, Limousines, Sightseeing and Shuttle vehicles as well as horse drawn Caleche. In addition this By-Law further regulates Salvage Yards, Scrap Dealers, Auto Wrecking Yards, Second Hand Stores and Second Hand Goods Dealers.

In keeping with a uniform approach to licencing many local municipalities have entered into a contractual arrangement with the Board to have the Licencing Unit of the Police Service administer and enforce portions of their Adult Entertainment By-Law as they pertain to the Adult Entertainment Industry.
