St. Catharines Man Arrested for Voyeurism in Welland Incident

On April 9, 2026, uniform officers with the Niagara Regional Police Service (NRPS) 3 District (Welland/Pelham) were called to a Welland area mall for an Indecent Act.  Mall security had found a male secretly recording women shoppers.

The investigation was taken over by the 3 District Criminal Investigation Bureau (CIB) and on April 23, 2026, detectives arrested and charged 31-year-old Tyler CLOUGH of St. Catharines with a single count of Voyeurism.

CLOUGH remains in custody and is scheduled to attend a bail hearing Friday, April 24, 2026, at the Robert S.K. Welch Courthouse, located at 59 Church Street in St. Catharines.

Detectives believe that there may be other victims or incidents of voyeurism.
