NRPS Officer Charged in Impaired Operation Investigation

On Thursday, September 10, 2026, at approximately 8:20 PM, Niagara Regional Police Service (NRPS) 1 District (St. Catharines/Thorold) and 2 District (Niagara Falls/Niagara-on-the-Lake) uniform officers responded to reports of an Impaired Driver. Officers located a Grey Dodge Ram Pick-up Truck in the area of Glendale Avenue and Taylor Road in the Town of Niagara-on-the-Lake.

At 8:46 PM, officers attempted to conduct a traffic stop, however the driver did not comply and continued operating the vehicle. A pursuit was initiated as the vehicle was demonstrating signs of being operated by an impaired driver. At 8:49 PM, the pursuit was terminated on York Road near Townline Road, as the driver began operating the vehicle in a reckless manner that was determined to be a risk to public safety.

At 8:51 PM, officers responded to a motor vehicle collision on York Road near Four Mile Creek Road. Upon arrival, it was determined that the suspect vehicle had become involved in a collision with a second vehicle. A male was arrested for impaired operation at scene and subsequently transported to an out-of-region hospital with serious injuries. There were no other injuries as a result of the collision.

54-year-old Paul-Andre SEGUIN of Fort Erie is charged with the following criminal and provincial offences:

Impaired Operation of a Conveyance
Refuse to Comply with Demand (Alcohol)
Flight from Peace Officer
Dangerous Operation
Red Light – Proceed Before Green

SEGUIN was released on a Form 10 Undertaking with a future court date.

SEGUIN has been a police officer with the NRPS for 21 years, assigned to uniform patrol.

Under provisions of the Community Safety and Policing Act (CSPA), Constable SEGUIN has been suspended with pay pending an investigation.

Due to injuries sustained in the collision, the Special Investigations Unit (SIU) has invoked their mandate.

The SIU is a civilian law enforcement agency that investigates incidents involving police officers where there has been death, serious injury, or allegations of sexual assault.
