Brian McMullan
Brian McMullan was appointed by the Province of Ontario to the Niagara Police Service Board on June 11, 2026, for a three-year term.
A graduate of Brock University, Brian began his career as General Manager of Niagara Recycling, where he was a founding contributor to Ontario’s Blue Box Program. During this time, he also served as a senior environmental consultant, advising Fortune 500 companies and government organizations on environmental initiatives and sustainability practices.
Following more than a decade with Niagara Recycling, Brian became Vice-President and Managing Partner of an international recycling company. Alongside his business career, he built a distinguished record of public service spanning more than 26 years. He served as a City Councillor for the City of St. Catharines, a Regional Councillor for Niagara Region, and was elected Mayor of St. Catharines in 2006.
As Mayor and Chief Executive Officer of the municipality, Brian was responsible for the delivery of municipal services, oversight of approximately 870 staff, and management of an annual budget exceeding $120 million. Working closely with Council and community partners, he championed numerous transformative projects, including the adaptive reuse and preservation of significant heritage assets such as the Morning Star Mill, the former Welland County Courthouse, and the former Grantham Town Hall.
A strong advocate for environmental sustainability and innovation, Brian supported the development of Niagara’s first large-scale wind turbine project, expanded hydroelectric generating capacity, and promoted the transition to alternative-fuel public transit technologies. He also worked collaboratively with all levels of government to attract investment, secure funding, and advance strategic community initiatives throughout St. Catharines and the Niagara Region. Major projects during Brian’s time as Mayor were the new Marotta Family Hospital, the Meridian Centre, the First Ontario Performing Arts Centre, the Kiwanis Aquatics Centre and the new Burgoyne Bridge.
During his municipal career, Brian chaired several organizations and committees, including the Great Lakes and St. Lawrence Cities Initiative, a bi-national organization representing more than 140 mayors from Canada and the United States. After serving two terms as Mayor, he chose not to seek re-election.
Brian subsequently joined Society Developments as Vice-President, Business Development & Partner, where he oversees land acquisition and development initiatives for purpose-built student housing, condominium, rental residential, and destination hospitality projects. He leads multidisciplinary teams through the planning, approvals, and development process for projects across Canada and internationally.
In addition to his professional responsibilities, Brian remains actively engaged in the community through his service on a number of local boards and committees.
