E-Scooter Regulations
None of the Municipalities in the Region of Niagara have passed by-laws pertaining to the use of electric kick-scooters (e-scooters), therefore they are illegal to operate in any public place (public roads, sidewalks, parks, or trails).
Violations for operating e-scooters in public places could result in fines from $250-$2500.
An electric kick-scooter (e-scooter) is a vehicle that has:
- two wheels (one at the front and one at the back)
- a platform to stand on
- a handlebar for steering
- an electric motor that does not exceed 500 watts
- a maximum speed of 24 km/h on a level surface
- brakes
- a horn or bell
- at least one white light on front, one red light on rear and reflective material on sides
- a maximum wheel diameter of 17 inches
E-scooters must not have:
- pedals
- a seat
- a basket
E-Scooters that operate over 24km/h, or do not meet the definition of an e-scooter, are classified as Motor Vehicles and are subject to all applicable Highway Traffic Act (H.T.A.), Compulsory Automobile Insurance Act (C.A.I.A.), and Criminal Code of Canada (C.C.C.) laws and penalties.

Impaired Operation -
