In the spring of 2025, Niagara Regional Police Service (NRPS) Street Crime detectives assigned to 3 District (Welland/Pelham) commenced an investigation into a mobile drug dealer believed to be trafficking fentanyl throughout the City of Welland.

On May 13, 2025, detectives received judicial authorization to execute a Controlled Drugs and Substances Act search warrant at a residence in Welland, along with a vehicle associated with the investigation. The search warrants were executed by officers from the NRPS Emergency Task Unit (ETU).

As a result of the investigation, two suspects were arrested, and detectives seized the following:

  • 388 grams of suspected fentanyl
  • 32.9 grams of suspected cocaine

The estimated street value of the seized drugs is approximately $42,090. Detectives also seized an undisclosed amount of Canadian currency believed to be proceeds of crime related to drug trafficking.

Stacey Crawford, 51, of Welland, has been arrested and charged with the following Criminal Code offences:

  • Possession of a Schedule I substance (fentanyl) for the purpose of trafficking
  • Possession of a Schedule I substance (cocaine) for the purpose of trafficking
  • Possession of property obtained by crime under $5,000

Shawn Marsh, 33, of Welland, has been arrested and charged with:

  • Possession of a Schedule I substance (fentanyl) for the purpose of trafficking
  • Possession of a Schedule I substance (cocaine) for the purpose of trafficking
  • Fail to comply with release order
  • Fail to comply with probation order

Both Crawford and Marsh were held in custody for a video bail hearing at the Robert S.K. Welch Courthouse in St. Catharines on May 14, 2025.
