Further investigation by 2 District (Niagara Falls/NOTL) detectives has led to criminal charges.
30-year-old Cullen McDonald of Lincoln is facing the following charge:
- Common nuisance/endanger lives or safety of public, contrary to Section. 180(1)(a) of the Criminal Code of Canada
McDonald was released on a Form 10 undertaking with a future court date of June 28, 2021.

On Saturday April 17, 2021, a gathering was organized and held in the City of Niagara Falls in response to recently implemented government restrictions to slow the spread of COVID-19. 2 District (Niagara Falls/NOTL) uniform officers were in attendance to ensure public safety and keep the peace. Since that time detectives have been continuing to investigate the gathering to determine appropriate charges.

Further investigation has led to charges laid against a 30-year-old Lincoln male and a 43-year-old St. Catharines female under the ROA:
- Part III summons Fail to comply with a continued 7.0.2 Order contrary to the Ontario Re-Opening Act 2020, section 10(1) 82/20 Ontario Regulation, schedule 4 section 1(c)
- Part III summons for Fail to Comply with an Order made during a declared emergency section 7.0.11(1) of the Emergency Management and Civil Protections Act

In an effort to halt the rising case counts of COVID-19, new restrictions were announced by the Government of Ontario, including a two-week extension of the current province-wide shutdown.
Enhanced enforcement measures were also announced for provincial offences officers, including police officers, under the Emergency Management and Civil Protection Act (EMCPA).

Since April of 2021, detectives with the 2 District (Niagara Falls) Street Crime Unit, with the Niagara Regional Police Service, have been investigating the sales of illegal drugs, in the City of Niagara Falls.
As a result of the investigation, detectives were able to identify a female and male suspect responsible for the sale of illegal drugs.
On April 15, 2021, the suspects were arrested in the area of Stanley Avenue and Kitchener Street, in the City of Niagara Falls.
